in my game, ander has maximum approval.

during the quest dissent, i let him kill the girl and later blame him for it.
after the dialogues, there is no decrease in approval at all. not even a -1.

i checked my game guide, it stated if i did that, i would get a -55 approval.

why is his approval value not going down?

Once maximized, rivalry and approval do not change. This is intentional.

Friendship and Rivalry locks after you've maxed them, I think.
