Found a ring called puzzle ring of the black fox and on eof the attribute is improved lockpicking.  Does that mean that you can unlock master locks with only 30 cunning, or complex with only 20 cunning?

As I understand it, when picking a lock, if you've got an item with a 'Bonus to Lockpicking' ability equipped, the game takes your Cunning score and multiplies it by 1.5 for the purpose of picking the lock. So a single ittem will allow you to pick chests with the following levels:

Chest requires 40 Cunning - 27 Cunning needed
Chest requires 30 Cunning - 20 Cunning needed
Chest requires 20 Cunning - 13 Cunning needed

This means that with a single item, you can concentrate on evenly boosting Cunning and Dexterity to equip armor, and still be able to pick locks when you come across them.

Confirmed.
In fact, if you get 2 items with bonus to lockpicking you can open the Master chests with 21 CUN.

2 items - master lock opens at 18 cunning
