I never found a tome of technique in the black emporium. Only an elixer. Where is the tome?

I think it's also worth mentioning that in the fade quest you can get some +attributes by clicking the book and doing the barrel puzzles. Plus you can get +attributes, +1 skill, or a third option I forget if you do what the Sloth Demon asks.

Forgot to ask, are the Black Emporium ones refreshed each Act or do they sell just one?

From my experience you can only buy them from The Black Emporium is only once, I read somewhere that if you don't buy the elixers in act 1 they turn to the tomes by act 2. I could be mistaken though.

Does anyone know how to actually DO the barrel puzzles? I don't even understand what you're supposed ot do to solve them

Just want to comment, when I did the puzzles in the Fade, I got +1 for the book, +2 for the small and large barrels, and +3 for for the red barrels, for a total of +6, not +4 as the wiki states. Anyone else have the same results?
