I believe Morrigan did that because she thinks its the only way for someone to be able to truely beat Flemeth. Meaning that you need such a ridiculous amount of power just to stand a chance agaisnt her true self.
And yes i believe she is probably the Dread Wolf too.

I don't necessarily even buy what I said, I'm just brainstorming. Personally, I feel like this is one of those Lost situations, where no one has really sat down and fully fleshed out exactly what Flemeth is. Probably just keeping her as an ace in the hole for future plot devices.
