They call other humans this as well. I think it means either Human, Infidel, or Scum.

It means, essentially, unbeliever. Someone who doesn't believe in the Qun.

Don't quote me but I suspect the word Bas means "Someone not of the Qun." or something to that affect. Basra I have no clue. I did notice the Arishok call me human a couple times so I don't think they mean the same thing.

Well bas apparently means "thing" or "nonperson".
Make of that what you will.

As I understood from the confrontation with the Qunari in Shepherding Wolves, the word 'Basra' is used for someone who has to die according to the Qun (unleashed, ungagged mages for instance), where as 'Bas' would be someone 'not of the Qun' but without the judgement of death attached.

It means outsider, one not of the qun.

Literally, bas means 'thing' and I believe ra means 'other.'

I would suspect that Basra would mean foreigners/things
