Is there a base to these guys in act 2? i've been through the whole thing at night 3 times and still no access to the base.
am i wasting my time?

no they are there. i think they are not spawning for you because one guy is still remaining. go to the docks at night and go to the steps which are near the water, the guy will be behind the crates

I found that sometimes I had to exit the area and return to get the last group spawn.
