I could care less for Sebastian, but he does add a lot of tension to that scene and because of him you actually get to know the Grand Cleric a little better.
He's just a plot a device with a great voice actor.

I think Sebastian goes on too much in that scene. Well, it's not so much he goes on too much - I understand his reaction - but the way everyone just stops and lets him.

If Hawke is on the rivalry with him, she can suggest becoming his princess, and he'll say that an alliance between the Viscountess of Kirkwall (which is the title he assumes Hawke will wind up taking) and the Prince of Starkhaven would be unstoppable. Much like with the chaste marriage, nothing ever comes of this in the game.

Nope, Sebastian's dialogue suggests that if he were to marry you, it would be a relationship without sex. He exhorts you to take vows to the Maker and serve alongside him (as a nun/priestess)--he wants you to have the same lifestyle he does, basically.
As Dave of Canada said, it wouldn't be a normal marriage, although again, nothing actually comes of this in the game.

As for Anders, I make a point of killing him but there is no satisfaction in doing so - it feels more like putting a rabid animal down. I guess I am comparing it with the execution of Loghain, who stood straight and faced his end with some dignity.
it's not a "proposal" per say. He asks you to join the chantry WITH him, and serve the maker side by side.
"According to the Chant of Light, Andraste had a spiritual marriage with the Maker. All Andrastian priests are therefore symbolically wedded to the Maker and cannot legally marry, though they are not sworn to celibacy. "
Not that I'm ever gonna romance Seb, Lady Hawke enjoys the company of pirates and dalish.

It's the accent- love it. I put him in my party just to hear him talk. I filrted with him a few times and he was all flustered and bashfull, which is midly cute and funny.
My Hawk tried to get him to give up is vows to the chantry and go back to Starkhaven to rule. I thought it would be a good thing to have a prince as a friend- never know when you'd need his troops in a future war. Of course I don't think this is what Bioware was aiming for when they created Sebastian, but it could become a storyline in a future DA game, I suppose.
I liked the whole moral conflict Sebastian was facing... does he go back on his vows to the Maker and Chantry, or does he turn his back on his family legacy as the ruling Prince of Starkhaven? Does he turn his back on his country or the Chantry? Or why can't he fullfill both paths? I think they could of delved a bit deeper into this moral conflict, but I it did make you stop and think before you gave him your answers.
It also might have been a cool thing to have the option to turn Sebastian away from his vows by having him fall madly in love with Hawk and make love together... that would open up a new set of moral dilemmas and storyline.
