She comes back when you confront the arishok at viscounts throne room, not when you talk with him at the qunari compound (with Aveline and the guardsmen).

Sigh... please don't necropost 3-week-old threads.
That said, you don't actually need to romance her, though it helps. All you need to get her to return in Act 2 is get 50% approval in either friendship or rivalry, then complete her Questioning Beliefs quest before she runs off at the end of her "To Catch a Thief" companion quest. If you have other questions, or are having a hard time getting Isabela's approval, I suggest taking a look at the Isabela FAQ, linked in my sig.

Reading the comments in this thread just proves to me that the game is so full of errors (quests and cutscenes that does not triggger) that it is pure coincidence/luck if you're able to play the game without noticing any major faults.
I really wish I hadn't paid for the game (this is when piracy would be appropriate, I guess).
However, the real fault lies at BioWare's lazy programmers (or their greedy commercial owners).
This game should never have been released before it was properly tested. It is so bugged, it's barely playable.
Not even two update patches have solved the main problems yet. This makes me angry - especially because BioWare has made so much money on this game.

I'd rather the NPC's tried to kill my PC. At least then, it's straight forward. And, as a bonus, in DAO the NPC's would warn the PC they were getting fed up. Don't even get that with DA2.

There's 55 available friendship points in Act 2 without flirting or sleeping with Isabela (of which you need 50 to trigger Questioning Beliefs). I would suggest reading the Isabela FAQ linked in my sig for specifics.

Note: this is for PC only.
Open up the console. for more info on the console, go here.
type this in:
runscript zz_isa_debug
this will bring up Isabela's debug menu. Go to:
Plot>Other Plot Dialogs>Act 2>Midstage Friendship
The game will trasport you to the hanged man and questioning beliefs will be in your quest log!
I will update when I get to the battle with the qunari.

Isabela is now back in my party in act 3.

The DLC can cause some strange glitches, i've recently missed a fair chunk of content out of act 3 and had a very surreal romance scene with Merrill. But i think in your case i suspect you have to complete this quest, from the information you have supplied.Ms_lizzie wrote...
Here's a fun one. I'm in the middle of offered and lost. I hear everybody talking about "to catch a thief". I go look it up on the wiki. Supposedly i'm suppose to walk in to the middle of a fight between isabela and aveline. I've gone in and out of mu estate hundreds of times in Act 2. This scene has never occured. I still have isabela in my party. We're about to go see ser varnell's rally. I've pretty much done every other quest in this act. Have i glitched? Or does this scene not occur until i complete this quest? Sorry guys! I'm just really confused!
