I've checked the "Chanter's Board" outside the Chantry entrance many times during Act 1, Act 2 and now I just arrived at Act 3.

During Act 1 there were never any quests available.

During Act 2 there was only one quest at the beginning and then nothing, in fact after a while I couldn't even click on the board to pull up the menu.

During Act 3 I can click on it again, but there are no quests. 

Am I doing something wrong or is this bugged?

That is pretty lame if that's the case.

IIRC, I also only received one quest from the Mage woman in the Docks with the quest board during Act 2.

Total there was 4 if you have to Exiled Prince DLC for the Duty then there is a couple more in act 2

I noticed I only had one quests if i played pro-mage, but when playing pro-templar a couple more appeared. Hunting apostates and something else I don't remeber (this is aside from Sebastian quests)

did the additional quests beyond the first one only appear in Act 3?

If you mostly sided with mages mostly in act 1, I believe some quests in the Chanters Board aren't available to you. Instead you get a lady by the docks near the shady store.

If you play pro-mage, you get a Mage's Collective board in the Docks instead of the Chanter's board

The lady by the docks only provided one quest as well.

ya just noticed this thing on my second play through. Bumed becasue i though i missed quests. Seems like i only missed one becasue i was pro mage. Still you would think they would mark these things with arrows or somthing. The mages wall was dumb it only had two quests.

If you have Grace taken to the Circle you'll get the Bounty Hunter quest in Act 2. If you help her get away (though she gets caught later anyway), you'll get the quest from the docks that has you frame the templar.

The only other quest from the chantry board in Act2 is Sketchy on the Details. I don't know if this was dependent on doing Leliana's Song or not.
