Generated Gear can be more powerful than the Unique Stuff??

From what I can tell, the most powerful staff that you would ordinarilly be able to get (unique) would be the Final Thought Staff.
Doing about 60 Damage etc...
However, on my second play-through, I decided to do an experiment, and I used the Glitch for Unlimited XP, to push my level up to level 28 on Act 1.
I then found that Creatures and Mobs are dropping Gear that is doing 68 Damage, as well as having even better modifiers etc.
So, while it might be 'bad' or a game ruining experience to bump up your level.
It does gift you with gear that you may never actually see in a legitamit play through.
Im guessing the reason the Gear scales with your level, is because the Mobs Scale with your level too, so you need stronger weapons to beat them down.
Im on Act 2 Now, and im wearing an armor which gives me 376 Armor (for a mage), which is stronger than anything that comes out of the Black Emporeum.

Yeah, I started a game and consoled my level up to 15 because I wanted to have more fun with talents (enemies scale anyway) and in general there are mage items that are better for Blood Mages than the most powerful unique ones.

The observation I made, was that the generated gear, on mobs, and npc's etc, scale to the players level.
However, unique gear, and quest rewards do not.
Final Thought, will provide you about 60 damage at the end of the game, regardless what level you are.
A staff you get on a npc, could potentially do 100+ damage if your own level is high enough.
Eg 68 at level 26, potentially double that for level 50 characters.
