The haste rune is the single best thing about Act 3.
Nothing else comes close in my mind with the possible exceptions of:
1. Killing Fenris
2. Making up with Bethany.
3. Saying "You're dead! All of you" before the grace fight an then decimating scores of templars and blood mages. This part rocks because the NPC animations in the periphery of the cutscene convey perfectly their "omg we are so f'd" thoughts.
4. I forget the exact context, but there is one line where someone says "they must have forgotten how many of them the Champion killed last time."
5. GC Elthina telling Meredith to "be a good girl"
6. Varric going postal on that poor woman at Bart's house.
7. Cullen and his men being visibly shaken and frightened at the idea of fighting you when you make the snarly face before leaving.

I like Act Three because it hits home the fact that no one on either side is innocent or has clean hands. Both sides have leaders that are round the bend, and neither can be called the good guys, just the lesser of two evils. To me, that was something of the point of the game, that who we see as the bad guy often depends solely on the filter we get from history and hearing the tale retold. It's why at the end, Cassandra's first words are essentially 'So Meredith was responsible for it all' and Varric points out who else can be considered responsible. Cassandra's looking for a clear cut villain, someone who is openly to blame, and Meredith calling for the Rite of Annulment or turning on her supporters gives her that opening. Varric responds that it's not so simple, that each side had their selling points and their reasons to deny them, and Meredith wasn't the only one to blame.
Legends allow for the black and white viewpoint - good versus evil, right against wrong, order versus chaos. Real life is full of gray. That, I think, is the point of the storytelling framing device - to show the truth behind the legend.

I honestly liked act 3 and now that I've played it, don't understand the hate (I dislike chapter 1 the most. It's good for the side quests and companion quests but the plot just doesn't do it for me like the other two, even if it does set everything in motion). Even though I sided with the Mages I have to admit that Meredith is an amazing character (her voice actor gets so much credit from me it's ridiculous). The scene were she's ordering the Rite of Annulment absolutely sent chills through me.
