Elemental sets up CCC, Primal closes 'em. Also, Fire blows comparatively.

While Winter's Breath does decent single target damage, that's about it from Elemental.
An upgraded Winter's Grasp actually does a really tiny AoE. It doesn't really pull Elemental ahead, but it's nice to know.

Didn't know that it did a small AoE. I used it to begin with, but once I found the power in Primal I specced out of elemental. (But fell victim to the Maker's Sigh bug, as I had Cone of Cold without Winter's Grasp).

Firestorm is pretty good for damage. Fireball on the other hand is trash although there is a mod over at Nexus that makes the fireball damage equal to firestorm's.
From a numbers stand point, Firestorm is good. But in actuality, it's meh. The actual spell rains down 5-7m Fireballs (not sure if their range correspondes to your own Fireball's size), so the entire 15m AoE doesn't get hit every second. It's entirely possible for an enemy to be in the designated AoE for the entire 10 seconds but still not get hit, albeit highly unlikely.
The spell is basically Armageddon from the D2 Druid.
It's sad the damage upgrade is linked to the AoE upgrade.

I find cone of cold useful if there's a group of melee enemiesheading towards my mage, it slows them down to a crawl giving you plenty of time to escape and have you warrior Scythe through them. Or if they all get frozen I'll just beat them to death with the staff.
This is primarily how I use CoC as well. On a couple of occasions where I was running around Kirkwall alone and jumped by some assassins, CoC is really what saved me.

In that situation there is always mind blast or telekenetic blast.

Neither of those sets up a brittle combo and one requires a specialisation.
