What's better, +x damage or +x% damage?

I'm still trying to figure out how the damage calculation mechanics work, especially in the more complex cases (I'm level 15 now).

For example, let's say I get an axe:

28 physical damage (33 damage per second)
+5 physical damage
+7% physical damage


What would the final damage be? The "DPS" section on my char sheet does not seem to update to reflect the special properties in green.


My interpretation is as follows:

28 physical damage + 5 physical damage = 33 damage x 1.07 = 35 damage?

so the " + 7% " is worth only 2 points? (7% of 33)

but the author didn't elaborate on what his observations was in terms of how much damage was actually being applied.
he simply said that it works...
we need to know at what stage in the Order of Operations is the percentage increase applied!

My personal take on your example :

Your basic attack does 28*1.07, then you receive a second hit equal to 5*1.07 (the +7% applies to all forms of physical damage after all...). Multiple hits of the same damage type may or may not be merged in the floating numbers.
This would be different if the damage boost property was of another element.
