01. A male human soldier, engineer or infiltrator of Latino (Puerto Rican or Dominican), Pacific Islander (Filipino) or Asian (Japanese) descent. Definitely romanceable for fem Shepard and an overall good looking guy. (I'm thinking someone modeled after Adam Rodriguez would be ideal), preferably a strong accent.
What he is-
-a bro for male Shep
-deadly on the battlefield
-a man
-good looking
-a 'bad boy'
What he is NOT-
-whiny. man-child, persecuted complex (nothing like Carth, Alistair or Anders)
-useless during gameplay (Jacob)
-one dimensional cheesy romance arc and story (Jacob...sadly since I liked him)
-a biotic (Kaiden = sentinel, Jacob = vanguard...time to get a male human non-biotic)
Basically this guy should be what Jacob Taylor SHOULD have been in Mass Effect 2. I'd like to see him involved in a love triangle. If you are a male Shepard, I'd like to see him make moves on whoever your romance option is (if no one, then Kelly Chambers or Ashley/Miranda) and you both vie for her affections. If you are a female Shepard, it'd be funny to have other female party members try to put the moves on him (a sidequest involving his ex flame or something like that, if you're relationship or Paragon/Renegade level is high enough he will stay with you, if not he will leave you for her). I could see this guy being more along the lines of being a Renegade but can soften up to Paragon female Shep.
02. A female human engineer, sentinel, or infiltrator of African, Asian, Middle Eastern, Pacific Islander or Latina descent, if she must be Caucasian then I'd like to see a sexy blonde or brown haired (NO BLACK OR RED HAIR, we have enough Mirandas, Morrigans, Lelianas, Merrills, Ashleys, Avelines and what not, give the blonde and brown haired women a chance already), blue or green eyed bombshell that rivals Miranda. Like the male human I spoke of, she's a 'bad girl', potentially the second human spectre or something like that. Despite her renegade demeanor, she's not exactly a tough girl like Ashley or Jack, but more sly and witty, even charming (she's a woman after all).
What she is-
-a seductive bad girl
-feminine but can handle herself
What she is not-
-a tough girl with an insecurity complex
-an ice queen
-overpowered (I'm not looking for Miranda 2.0)

I'd really enjoy Aria T'Loak being in the game more so I vote for her, even though I don't ever see her joining the Shepard Squad. She's just such an interesting and fun character. But, to be perfectly honest, I'd rather not be inundated with a huge number of squad members again. I thought there were a bit too many in ME2 and there was a good amount in ME1. I'd like more time spent on exploring the existing characters. Can always make room for Aria though. :3

I'll do you one better. The Batarian should be loud and angry, and able to be rude to everyone on the ship but they love him for it. And when the Batarian isn't around, all the other characters should ask "Where's the Batarian." Because he'd be that awesome.

in the cockpit:
*Joker is informed by EDI that she is getting strange readings in the Normandy's garage.
*EDI tells Joker that she is getting evidence of a hidden stowaway, hiding in one of the crates.
*Joker and another team mate go to investigate, however when they pry open the box, they find nothing.
*Suddenly, EDI's communication goes fuzzy, as some sort of technology hinders her ability to commune with Joker and team mate.
*Joker wants to go back to the cockpit, suspecting that perhaps a minor power fluctuation caused this problem, but is annoyed to find that the elevator is currently in use.
Captain's quarters:
*Shepard stirs slightly in sleep, and wraps his/her arms tighter around LI.
*Shep does not hear the encryption on his elevator enterence (which was locked) being--not cracked, but simply turned off.
*elevator door opens.
*Single Collector grunt moves silently into Shep's bedroom
*collector creeps closer to Shepard, then sees a pistol on Shep's dresser
*collector moves towards hand gun silently, Harbinger quietly whispering in the collectors ear (equivalent).
*LI opens his/her eyes sleepily. Regards the collector for a moment, frozen in shock, then leaps into action.
~depending on who your LI is, this scene plays out slightly different~
-Jack, Miranda, or Liara will use their biotics to knock the collector away from the gun on the table.
-Garrus, Jacob, Thane, or Tali will leap across the room, and physically grapple with the collector.

*Mordin (and Liara) speculate that the relic is actually some kind of information hub of the protheans, and that the collector, being a prothean, was affected by the relic's information. Liara speculates that the relic has attempted to "reprogram" the collector.
*Mordin explains that the tech on the interior of the collector is behaving differently. It is as if the collector, despite being a complete and utter reconstruction for the reapers was never supposed to make contact with a prothean information hub (PIH). Despite the extensive genetic rewrite, the collectors altered interior organic "tech" is trying to let the information from PIH repurpose it.
*Mordin explains that a full recovery of prothean is impossible. However, some how, the collector is no longer a collector by definition. It's basic function of a harvesting hive mind mentality is gone.
*collector makes everyone in the room jump by speaking in a long, run on prothean language that even Liara and EDI cannot comprehend.
(if Legion is it the room, he will exclaim that the collector is speaking is some kind of numerical code, with an occasional word matching up with the "Old Machines" language)
*Collectors remaining 3 eyes turn blue.

Seriously, she'd have to be some kind of badass for an old woman like her to wind up running a criminal gang, and managing to either survive as a social worker on Omega, or become an underboss to Aria. I know she isn't that strong if you actually fight her in ME, but perhaps she gets a magic-squadmate power-up, or gets some other kind of boost or enhancement.

He gets drafted when the Reapers attack, gets training, and learns to get serious. He's still an annoying fanboy, but now he is a proper soldier too. Might make up for him annoying you through ME1 and 2. On second thought, maybe he should be just the first one the Reapers kill to have extra dramatic impact, since you know him.
(Also, did anyone else notice that his wife seems eager to pay for his shuttle fair...)

How about Engineer Adams? He's like, the last surviving crew member from the SR1 that you haven't met again. (Excluding the non-important generics). I understand he's just another engineer but still, we need a cameo at least for the guy.
