Cain won't work

I'm looking for advice in how to get Cain ready for action or a correction for what I'm doing wrong. I carry Cain on as many missions as I'm able (when I have no need for another heavy weapon) and will prime Cain to about 130 or more and then put Cain aside until I'm ready to use it...but when the time comes and I take Cain, I find Cains power has mysteriously dropped to 30 and is unusable. Is this a glitch I maybe having in my game? Or am I doing something wrong? I don't use Cain at all when I'm charging it up....I have tried this method a few times.

If you have the Cain at 100% ammo or above it will fire for sure.
Not sure what you mean by charging the weapon for many missions?
You dont need to carry the Cain to collect power cells and all heavy weapons use power cells as ammo..so if you fire any heavy weapon it sucks the ammo from the Cain...collecting power cells will add ammo to the Cain equipped or not

Thank you Badpanzer....1/ I didn't know all the heavy weapons benefited from collecting power cells, had thought I had to carry the weapon with me to do so.....2/ Because of this, now I know why Cain hasn't been working.
