It may not be much help, but after suffering for hours and hours with the crippled Isabela speed bug, I eventually acquired the Primeval Rune, from Varric's 'Haunted'(?) companion quest.
It adds 35% attack speed, and whilst it didn't seem to completely remove the cumulative total loss, it made a huge difference. It had been almost completely unplayable, but with that rune, it was pretty much back to normal.
I think the Varric quest occurs fairly late into act3, but for anyone near it and struggling, it's a very effective fix. At level 20 my chosen weapon was still 5star, so just make sure you pick a good weapon.
Now I can finally push ahead to finish the game...
