Voices and cutscenes don't take nearly as much time as the framework, graphics, environments, gameplay engine, etc. It's one of the things a company can effectively leave off for later stages of development when all of the important points are figured out. There's still nearly a year 'til release, so it's not cutting it as close as you might think.
One of the common mistakes we gamers make is overestimating the amount of time needed for a given aspect of game development.

The new Normandy's color scheme seems closer to the SR-1's on the interior in the screens we have, although it seems all of the holographic interface displays are dark red now (same shade as the Sovereign projection in ME1, or close to it).
Why the Alliance felt the need to dim the lighting so much is beyond me, but if they removed the leather seats, Seth Green is gonna have to choke a @#$%^.

They had Adam Baldwin in ME2, maybe also Alan Tudyk too for the trifecta. Have them all play Quarian marines.
