Maybe. There is a group of bandits at one point who attack with dogs and go by the name Dog Lords. Perhaps it's a reference to them or perhaps it's a reference to the Ash warriors before Ostagar in the first game and a slur on them and you for being foreign.

Plus Hubert (the guy you can go into business with) calls you a jumped up Dog Lord at one point if you pick one dialogue option in the last encounter with him.

Yes I think so, they use it a number of times. Heck if someone called me a dog in real life I'd take it as a compliment.
