Why am I getting near 100% stuns on Assasins? (in NM)

I am on my second NM playthrough, this time with an archer.

I am still in Act 1 and killing off the gang leaders plus the mercenary guy that I double crossed before entering Kirkwall.  I just added Harmony to my archer, with Speed enabled, and I seem to be getting near 100% stuns on the boss assasins.  I do not seem to be stunning that many normals but the assasins are getting pummelled.  Why?

From the ability descriptions, I should have a really low % chance to stun.

I am using the Bow that is given to you with the signature addition, something of Antiva I believe.  It has good stats with a +% to speed and physical damage (I believe).  I have a +physical damage rune on it.  Still, I did not expect the stuns and wondering if this is intended behavior..

Thanks for any insight anyone can provide.

Yes, Speed + Harmony = consistent (not 100%, mind you, but the chance is high) stuns on assassins with a bow. It goes without saying something isn't working as intended, but since it isn't working as intended only vs assassins, I don't think it's a huge glitch/exploit.

Does it work for companions as well? Might be another thing to add to Varric's overpowered-ness. :)

I think stuns are fortitude based, Assassins have no fort (easy to knock down, stun, interrupt).

Of course. But if you have a 1% chance to trigger stun from a passive synergy (and that's it), stunning them with every third arrow is... a bit weird.

I just played some more and was testing out on a Saarebas out on the Wounded Coast. It happens with any of the Specialist Modes activated. Speed seems to provide the most stuns since it has more attacks per second. Stuns do not seem as common on the other enemy types so it appears it is those with less fortitude so TG-Nalfen is probably right.

As IN1 said, this is probably not what was intended.

Yes.  I am able to multi-stun the aforementioned Saarebas with either Hawke or Varric, both of which have Harmony.

I am going to go respec out of Harmony till either Bioware or a modder figures out how to rectify this.
