Even a random NPC from Rabanastre would've owned Meredith and kept Orsino from going into Harvestino mode.

Some people are just natural leaders. And some people learn by simply looking around before speaking up. (Like the Warden has plenty of opporunity to do.)
As for the mage...isn't there a lot of politicing in the circle itself? It's not too different than the general world is it?
CE. Well a CE might take interest in politics (or the mother might've taught them that in addition to fighting). CE mother knew people from Orlais land of political intrigue didn't she?

The Warden was the best of his (or her) generation: an intelligent, proactive, and competent protagonist. For my Surana Warden, I was told that he was Irving's "star pupil" (as the abomination Uldred noted). The Warden is a tale of one of the last surviving Wardens dealing with trials and tribulations to ultimately face "the true fulcrum of evil." Hawke, in contrast, is the story of one man's failure.
