Sten is a special offshoot of Qunari that are born hornless. They are sent on special missions across Thedas because they can more easily blend in with the local populace then regular Qunari.
For a second I thought you were joking but that actually makes sense. Is this true?

What codex is this in?
Edit:
"Sten is an atypical qunari as he was born without any horns."
I see this thread has now lost it's point.

It's pretty much a retcon, but that was BioWare's explanation for the Qunari design change.

Makes sense though.

He's part of the Beresaad, pretty much

handy thing called DA wiki.
Someone doesn't read edits. Where do you think the link goes to?

so the loser merchant in Awakening was a "special" Qunari who's important mission was to live in a cave and sell garbge equipment to darkspawn?...

It's not a retcon. It's a precon. The explanation was offered in advance to explain why Sten was different from the rest of the Qunari (who are only mentioned, not seen in-game), not retroactively to explain why these Qunari are different from Sten.

Was it ever mentioned in DA:O?
Also that doesn't explain why ever Qunari merc is also hornless.

But all the other Quinari in the first game didn't have horns.

Well, it does. They are most likely there because they were sent on a mission and went astray.

Qunari mercenaries are Tal-Vashoth who cut off their horns.
Of course, DAII Tal-Vashoth have horns. In both games, the reason is one of resource management. It's cheaper to use on head mesh.

Obviously.
Otherwise someone would come in and sell them good equipment!
Also, cannons and gold Arishok ears don't pay for themselves.

I did actually, I am simply saying that the explanation is incosistent with what actually has happened in game...Why would the Qunari have "special" merchants that they send out to trade in caves with darkspawn? do Qunari even have a merchant class?

As in, he will tell you he was there to learn what a Blight is, not just sell weapons.
