He's part of the Beresaad, pretty much ambassadors as wulfsturm stated. Not sure about codex, but there is a handy thing called DA wiki.

so the loser merchant in Awakening was a "special" Qunari who's important mission was to live in a cave and sell garbge equipment to darkspawn?...

It's not a retcon. It's a precon. The explanation was offered in advance to explain why Sten was different from the rest of the Qunari (who are only mentioned, not seen in-game), not retroactively to explain why these Qunari are different from Sten.

Also that doesn't explain why ever Qunari merc is also hornless.

Qunari mercenaries are Tal-Vashoth who cut off their horns.

Of course, DAII Tal-Vashoth have horns. In both games, the reason is one of resource management. It's cheaper to use on head mesh.

Otherwise someone would come in and sell them good equipment!

Also, cannons and gold Arishok ears don't pay for themselves.

I did actually, I am simply saying that the explanation is incosistent with what actually has happened in game...Why would the Qunari  have "special" merchants that they send out to trade in caves with darkspawn? do Qunari even have a merchant class?

As in, he will tell you he was there to learn what a Blight is, not just sell weapons.

Posted Image Seriously though, I'm sure we'd probably see sawed off horn nubs if they put in the resources for it. Either way, Tal-Vashoth as was previously mentioned.

What about the skin color... maybe they shaved them off real well and bathed in make up.. it could cover the horn stubs up, too. Seriously, make-up is magic, just ask the majority of ugly women. .-.
