This is a game breaking bug in my opinion, and I feel like it hasn't been getting as much attention as some smaller bugs. I haven't played my Dragon Age II game in over week, because my character is moving ridiculously slow and it makes battles like the one against the High Dragon even harder. The only reason I could even beat the Arishok in a duel is because of another bug where he just got stuck and let me wail on him for 2 minutes before he reacted.
I want to be able to play my game soon! And hopefully on the next patch!

But the point of my reply was to let you know that according to what I've read, this is a known issue, and they're working on it.
Edit: Until it's patched, apparently the accumulated penalty cannot be removed, but you can avoid gaining it by not gaining friendship of 50% or more with Isabella or Sebastian, or if you do gain their friendship, keep them in your party all the time and do not remove them.

Some players have already isolated the cause of this bug, and it was mentioned somewhere as a known issue (I apologize that I don't know where it was stated to be a known issue off the top of my head). It has to do with Isabella/Sebastian's friendship abilities, and saving/loading without keeping them in the party all the time. The game is subtracting the bonuses when they are not in the party, but are not adding them when they are put back in... which means every time you save or load without them, it adds another penalty that never goes away.

Yeah I remember seeing a post where a moderator said the people working on the game thought Isabella's buff was the cause, but it'd still be nice to see some confirmation. They've got a lot of other minor issues up there, and this one is pretty major.
