Are RPGs evolving or dying?

A rpg imo is a game where you create and build a character and go through the story with your character changing the story the way you want. It's basically your own story.

A lot of other games have integrated only the character building part (levels, perks) but you still follow a fixed story. You play the role of Master Chief in Halo for example not your own story.

Does leveling make sense for your character in that scenario. What if you roll your character but he never gains. You have the exact same combat as DAO, you have the exact same stats as DAO but you stay forever locked at one level. Is it even possible for people to entertain that as a "legit" RPG? It seems like the mechanics should serve the game not the game serving the mechanics and a lot of poeople here want the latter effect.


Come to think of it, some ME fans like playing with NG+. That's got almost no leveling, and in ME1 you max out your items right away. Are those guys still playing an RPG? Assuming arguendo that ME1 is an RPG, of course.
