I like Fenris, I don't know why, he can be a total A.. to my mages but at the end, I have hard time romancing any other character than him..

Anders was one of the first character my Hawk romanced, but yeah, you get bored of him fast.

Isabela is another great character to romance, sadly you don't have the option of talking more to them.

And the best Romance any of my characters in DAO had is Alistair! hehe

Fenris at least recognizes that there can be smart mages (he comments that Bethany was a smart mage and he respects her), and will go along with your pro-mage plans with them if you've convinced him enough. Anders is a hypocrite, and a stubborn mule to the very end, seeing that every act of violence Mages do is justified.

His character is foolhardy and cannot be influenced or convinced otherwise in any way by Hawke. For that reason, Fenris is the better character.
