If Shepard is willing to murder billilons to save 1 person than I doubt the LI's opinion would matter. Shepard is obviously insane and would likely lock up the LI and play out any and all the delusional fantasies they have.

Saving the galaxy will be easier.
Speaking solely for my Shep, he's been faithful to Liara since ME1. Once you go blue, you never go back. That part of his life's settled. Now he can concentrate on saving the galaxy.

Some people have no idea what a Renegade Shepard is. They just think he's the OH MY GAWD EVIL GUI. It's actually Paragon Shepard who sometimes does stupid crap like this. Letting a dangerous Terrorist who almost got an entire planet killed go to save like 3 people? That's the Paragon way, folks!

I'm gonna assume that most of the romancing is going to take place before I need to do any serious earth-saving, so hopefully the two things won't conflict. However, if I had to choose, probably saving the earth. Shepard can wait untill he saves a few billion people before he gets with Ash again.

From Shepard's perspective, however, Earth would seem to be a priority. And no matter what he/she chooses...that kind of decision would eff a person up for the rest of their lives. Either way you will keep rewinding that situation in your head over and over again.. And even if you save your LI don't you think that you would make them also feel guilty by doing so? You let billions of people die just cause of them. Once yor LI starts reflecting on what the hell happened there is no romantic notion to be found I'm afraid.
