ok..
so i sided with the templars.fought those mages and went to the docks.after the cutscene there is a short quarrel between meredith and orsino.after that i went inside the templar hall and fought.after that fight a cutscene in which 3 mages came and told to have mercy on them. now the bug starts here i suppose. what ever option i choose i.e to save or kill them nothing happens and im locked in that place

Oh i figured it out..for me all I had to do was completely close out the game and restart the game and it worked.
