I know ther eare places you can grab random side quests, like the Chanter's Board, and that one book down at the Docks for helping mages, but are there any others?

I have only received one quest from each of those boards during the entire Acts 1 and 2, just started Act 3 and no new quests.
i hope there are more in act 3.
I really dislike the execution of the side quests where you find an item in a chest and then some random person gives you money. The only time I learn about that quest is retroactively after I get the reward, to try to figure out from the codex why the heck the guy just gave me money.
It would have been a lot more engaging to get those quests from the Chanter's Board or Mage's Sign Up Sheet, or whatever. Or perhaps talk to the quest giver directly and have him/her ask you to find the dang thing.
