So on my third playtrough, and still can't figure out what this guy is for. He is In lowtown in Act 2, where Danzig the slaver is on Act 1. He only says "Stay away from me." Even the wiki knows nothing.
Is he quest related or just a leftover form a unused/non-functioning quest?

If you always support the templars in Act 1, you won't get the quests to support the apostates in Kirkwall, you will get a headhunter note at the local chantry board. Jake the Black is one of the three apostate mages from Starkhaven you have to hunt to complete this quest.

Quest related. If you convinve Grace to go back to the circle in act 1,you get a quest in act 2 to hunt down three apostates: him, one who is on top of Sundermount and a third in the wounded coast.

What quest is that? I thought i had completed them all for Act 2 with my previous characters. Or is that an import relying quest?
It's a Chanter's Board quest. He's one of three blood mages you have to kill.

If you send Grace back to the Circle, you get different set of quest than the ones from Miss Selby.

Ah well. Jake the Black should have been a miner at the mines and had a lootable Pick of Destiny. A missed opportunity.
