Call of Pripyat.
The story is, (I think, the first thing I did was enable Russian VO) 'some helicopters crashed. Go find out why.'
I still don't know why, as I don't speak Russian.
Yeah. Also in Shadow of Chernobyl, you're just sent on a mission and exploring your past. I mean you can do helpful things, but they probably don't do much because the Zone seems the same in Pripyat (Pripyat came after S.O.C.)

You don't save the world
You can bribe politicians
And don't underestimate the social intrigue amongst the denizens of the Netherworld

Nothing feels more MANLY/WOMANLY than saving the world and getting laid afterwards.
What, I had to say it.
Who are you, Bond?
Totally off topic here but that just made me LOL. I was watching an old Highlander series yesterday and told my wife damn Duncan gets laid more than Bond.
On Topic, Fallout 3, Fallout NV, Bioshock 1 & 2. (just the few I've been playing in the last few months)

Dear OP, you should have asked which was the last RPG you played that contained a history with social and political intrigue.
FFXII also had a lot of social and political intrigue. Judges vs Vayne (who funnily enough, looks a lot like Loghain), Empire vs Dalmasca, Larsa vs Vayne...

I think the OP is asking how many RPG's you have played that don't have you saving the world. Not games in general.
The Witcher. I just replayed it for the sequel coming up. I didn't save a thing except maybe Vizma if by save you mean burned halfway to the ground lol

GOD SPOILERS!
I kid I kid.
Honestly the game came with a player guide, it's like it doesn't want you to figure things out for yourself.

However, a stronger sense of heroism and control would have been nice.

Would love to play Red Dead Redemption, but I'm waiting for the GoTY edition or whatever edition that incorporates all the dlc.

But on my desk, I can say Vampire the Masquerade: Bloodlines (the world was never actually in peril), Folklore, Heavy Rain, Prototype, inFAMOUS, Blood Bowl, and Mask of the Betrayer.

Bulletstorm... hahaha I think I don't need to comment on this at all
Mafia 2..... hmmm there are LOT'S of games where you don't save anything at all, as I start to think of it.
