Here are my specs:

Dragon Age II version 1.01
Microsoft® Windows Vista™ Home Premium
Processor:  Intel® Core™2 Quad  CPU   Q9300  @ 2.50GHz
Ram: 4 GB
video card:  NVIDIA GeForce GTX 460  1.00 GB
driver version: 266.58
directX 11
Digital Download

I had been playing for a while, I'm up to act III, I decided to get the Exiled Prince.  I watched the cut scene that takes place by the Chantry board, afterwards I tried to interact with it to begin the mission (it has an exclamation mark above it now) and I am unable to interact with the board at all.  I had previously interacted with the board and accepted a couple of quests so I know i should be able to.

This began after downloading the exiled prince and I have not modified the game in anyway.

Thank you for whatever help you can provide.

My documents\\Bioware\\Dragon age 2\\ Settings

Try deleting the profile.dap and see if that fixes it...it works for one other clicking issue I know of

I do not have the Exiled Prince DLC and I experienced a long period during Act 2 where I could not interact with the Chanter's Board either.

There don't seem to be very many Chanter's Board / Mage's Board quests. (Only one of each so far during the entire game and I'm at the beginning of Act 3)

I know there isn't alot of it there but the name comes up with an exclamation mark above it, so I should be able to interact with it

I played through the entire game without Exiled Prince and didn't ever get a single quest from the Chanter's Board despite being able to interact with it in acts I and III (but not in act II) - was I supposed to get quests from it?

I'm wondering the same thing now - I thought it was strange that there were never any quests available.

I wondered at that. Given that it was full of quests in the first game and it's clearly there for a reason, I figured there'd be some quests on it besides exiled prince, but I never saw any of them. I can't remember though if I diligently checked the board in every act, but I did check it several times in at least two of the acts.

If you give the Blood Mages to the templars in 'Act of Mercy' in Act 1 you'll have two quests on the board in act 2.

As for exiled prince issue. If you've used the board earlier in the game and attempt to add Exiled Prince in Act 2 it currently breaks the board. There is a work-around that requires using the devconsole (found here) otherwise you'll have to wait for the upcoming patch or go back to act 1 and get him started then.

Ah excellent, thanks for confirming that - I didn't miss anything in my first game then, and I will definitely check it for quests when I do a playthrough siding with the Templars for that particular quest!  It makes perfect sense that way, it just wasn't that clear in my last game since I took a 'decide as you go along' approach, I was hoping I might still get quests on the board as I had sometimes been playing nice with them.  Something to look forward to in my next game :)

The other option, siding with the blood mages, opens the quest in the docks from Mistress Selby's Board (down near the Shady Merchant) - so depending which way you lean on Act of Mercy, certain quests open up.
