If you take the offer during "Friends in low places", Javaris will later come to your house and threaten your mother - that's where this dialogue happens.

if you deal with the carta to get your cash for the expidition, he comes in act two and tries to extort money by threatening your mother by saying something like "your mother is a good woman, she seems innocent, it would be a shame if something bad happend to her" to which snarky hawke says "she spends her entire day making poisons and cake. tell me you didn't try the cake"
