I just had this pop up after completing his gather task and telling him to it stick when asked to distract the Grand Celric. It popped up after the first quest you do for Merideth after I took him and Fenris in to complete the quest and they had a "discussion" and there was some finger pointing and Anders was told to button it. He won't talk to me, he just says the wheels are in motion blah blah blah. Is it bugged? Or is it because I wouldn't help him with the big dumb plan?

No it's not bugged. He does not have much to say if you do not assist him.
