I just finished the part where isabela got her ship haven't seen the guy who tells me to look for him.

Yup, the guy who gives you the quest should be outside the blooming rose in act 3 on the condition Zevran survived your DA:O game, which is taken as read in all of the preset histories. If you're sure you meet this condition, sounds like you have a plot flag incorrectly set somehow. You could fix in manually if you're on PC and are comfortable fiddling with the toolset...

It sounds like bug. I know I had him show up in an import where he was killed, yet he still showed up in DA2.

@Pris81...it was a Dice Warden import. Every decision that warden made was by the roll of the dice.

Zevran is very buggy. Its a funky flag import bug from the first game. Just about everything about the encounter is bugged in one form or another.
Whats suposed to happen is - Dead Zev = no Zev in da2. Romanced Zev = no hitty-on-hawkie, including dead romanced warden. Non Romanced Zev = hitty-on-hawke zev.
unfortunately, due to the ultra mega buggy Zevran, sometimes he shows up when he's dead, sometimes he doesn't show up when he isn't dead, and unless you use a mod to fix (and by fix I mean loosly, because it just gives you dead romanced warden's conversation and codex) it, he'll always hit on Hawke and sleep with Bela.
