So I just got to this fella and tried 3 times (I,m on hard).

So I get him to phase 2 where he appears to be using a shield and I see damage numbers above his head but his health bar isn't going down at all? I tried running around the room looking for pillars/explosives to make him roll through but that doesn't appear to be the answer.

What am I missing here?

It goes down, but very very slowly compared to most mobs in this game. He has a lot of HP, but he's killable in as little as 4 minutes.
