You're probably right about the cooldowns between characters, but the individual cooldown definitely starts when you use it, and not when it triggers. It's possible to use one right after popping the ward if you wait long enough.

Rogue: Normal hits in the meantime (up to 10)
Aveline: Shield Bash -> Stagger

Ah yep, you're right. I must have had some confusion when I thought I noticed the cooldown start after consumption. After testing it though, I indeed was able to pop another after 5 minutes.

If you happen to not have any area of effect abilities available to you, you can also throw Tar Grenades at them to at least immobilize them until they unstealth. I used those more often than Fire Grenades.
You can also use Crow's Poison to slow them down. I remember multiple times in which the rogue was slowed down so much that when they would go into their backflip stealth, it would take them about 6-7 seconds to complete it, which is more than enough time to petrify them, immobilize them, or just hit them with an attack while they're attempting to stealth.
It's also a good idea to set up tactics to combat rogues.
