When i open the launcher, it won't let me press play or configure and then when i go uninstall it, it says "Dragon Age 2 in not found on this computer"
Can someone please help me?

Cool. Thanks for posting your info. Since you're using Windows 7, first things to do:
1) Make sure you're logging into Windows using the same Windows user account that you used to install the game
2) Make sure that Windows account has administrative privileges.
If the answer to both of those is "yes", then it appears the original installation has become corrupted. You can manually uninstall the program by doing the following:
1) Delete the files under My Documents > Bioware > Dragon Age 2... (back up your saved games first if you have any)
2) Delete the files under Program Files (x86) > Dragon Age 2
3) Use a program like CCCleaner to remove all registry keys associated with DA2
4) Reboot and then try to reinstall.

does it matter if i don't have files under the My Documents folder?, it's only saved on the Program Files(x96)

A blank "My Documents" means one of two things:
1) You installed DA2 with a different Windows Account than the one you're using
2) ... or... it was indeed a failed installation, in which case, proceed with the manual uninstall.

What worked for me.
1. Go to Program Files
2. Right Click Steam/Security/Edit
3. Check all permission for all "Groups or user names"
4. Right Click on C:/Program Files/Steam/SteamApps/Common/DAOriginsLauncher.exe
5. Run as Administrator
6. Configure & Enjoy
