The dwarves and dalish DO recognize the rite of conscription. Just look at the Dwarf Commoner Origin. Duncan conscripts you right in front of a bunch of guards and the proving master, who wants to execute you for shaming the ancestors, and they can't do **** about it.

The Grey Wardens are neutral and they try to avoid any conflicts due to problems from the right of conscription such as recruiting someone that can affect kingdoms or races.

i dont know what your babling about. Wardens do whatever it takes to end the blight. After the blight is done they can travel etc

That seemed to be the case, given what we're told by the mage cleaning Duncan's room and Wynne in the deleted scene for a blood mage Warden, but we see multiple mages in Warden's Keep, and the Hero of Ferelden can recruit multiple mages into the Wardens at Amaranthine. Apparently, the unwritten rule can be broken.HopHazzard wrote...
I think they're only allowed to recruit one from the Circle at a time. They seem to recruit apostates with impunity.

I think during a blight they can recruit as many mages as they need. If there is no blight (and Amaranthine was almost like a new blight) they are limited to 1 per circle at any given time (per 'unit' maybe).
The time frame between blights has led the populace to be less inclined to join the wardens. Dwarves tend to stay home, so you may get surface dwarves who join, but not many deep dwarves. The Dalish are very clannish, so they would not be very easy to recruit from (as has been stated earlier).
If Denerim is any indication in man alienages it is illegal for city elves to practice combat skills. In the city elf origin it is stated that you have hidden what your mother had taught you and that it was illegal for an elf to bear a weapon. Thus it is hard to recruit from there as who has the skills you need?
But really the wardens are seen as great heroes, the guardians of the world, slayers of arch demons, the ones who can end a blight, etc. If you were to take that (and most likely it is what is going on now around ferelden) recruitment would be higher.
Plus they have the best looking armor in the game.
