May as well use Fireball just for anti-stealth since it's not good at much else...

You want to waste a Firestorm to flush out one non-elite Rogue? Fist of the Maker is the closest analogue that would do, and I'd rather not waste Fist, either, actually, since it actually does a lot of damage on Staggers.

Depends on what difficulty, on Nightmare Tempest rarely packs enough punch, Firestorm is too dangerous as they usually stealth while next to a party member, Walking Bomb isn't the most reliable, Cone of Cold works IF they're in range and Force spells are a Hawke only specialisation.

Personally, I have found AoE spells in general only marginally useful, as enemies tend to surround you, rather than simply come at one direction. Also, I actually like walking bomb, even if it only works 50% of the time. When it does work, it is rather funny to watch.

If one then keeps an eye out for equipment, it quickly becomes obvious that +x% fire damage equipment is far more common than any other type. It isn't too difficult to obtain > +100% fire damage by Act 3, while it's tough to get other types of damage much past +50%. Thus fire damage will tend to be greater than other types, assuming normal resistances.
Types vulnerable to fire are quickly vanquished. Those (strongly) resistant to fire take normal damage. Those that are vulnerable to other types of damage don't take that much more damage from their vulnerability than they do from the buffed fire damage. The base fireball damage is a bit weak precisely because it is easy to boost in this manner.
It does remain problematic in Nightmare, of course, in which case the ally-friendly electric AoE spells are tactically superior, if not as damaging without CCC.
