It may be a stupid question, but the tooltip says dexterity increase critical strike chance for all classes. Does this also work for spells cast as a mage as well as auto-attacks from your staff? I seem to remember in DA:O mage-staffs could not critically hit but this might have changed now? It seems a little weird that dexterity would aid your spellcasting though...
So if anyone could tell me if dexterity increases crit chance for spells and staves too that would be nice.

Yes spells and staves can crit. The upgraded Hex of Torment is, by far, the biggest single-target DPS boost for mages as its basically a +90-99% crit buff.

Walking Bomb's explosion cannot crit, as far as I can judge. It is considered an independent damage source and, as such, is unaffected by any modifiers except victim's hp.
