You can only respec if you don't buy the game used.
If you did, you have to pay extra for the DLC.
If you did, you have to pay extra for the DLC.

Yes the respec option is not available in the base game, however it is available as day one DLC for free for those who buy the game new.
I guess it's a little hard to differentiate if some of the DLC stuff is or was part of the base game or not, considering it's day one DLC and alot of it blends seamlessly into the base game (almost like it was ripped out of it and made seperate)

Wait what, what do you mean day one DLC for free? I had to buy it myself since Steam didn't give you a Collector's pack. But I never received any receipt or billing confirmation, which I found kinda weird.

The Black Emporium is the Dragon Age version of the Cerberus Network from ME2 i.e. DLC designed as an incentive to buy the game new.
The code for it should be in the box (no idea for steam users).

Then go here http://social.biowar...ntitlements.php and download the Black Imporium by using the link if you are on the PC.
If you are on a console click on the More Info links and read the instructions.
