I dislike the idea of only the most well liked characters coming back. I absolutely abhor Miranda in every way shape and form, she's just a ****. Tali's cool, but Jack is the best LI for maleshep. It just works, and she's much more of a real character than Miranda, Tali, Ashley and Liara. But people don't understand her character, so they hate her. BS.
I actually agree with you on maleshep and Jack. His voice acting makes him seem like this ridiculously, almost comically stable and chill guy - to the point that I can't finish a playthrough as him, because I'm used to certain moments being emotional and when he's just like "Oh yeah, by the way, why are you wearing my armor?" instead of "You've GOT to be doing that for a reason, you crazy machine... I MUST UNDERSTAND YOU," it makes me giggle. This relaxed, unshakeable attitude makes some of his romances feel less passionate, to me.
But what Jack needs is a totally calm stable guy who won't react emotionally to any of the stuff she tries to pull. I wateched their romance scenes, and for once I didn't think he was under-reacting to things. I felt like he was doing everything exactly right, and that their romance was actually really awesome. When he stands there with his big 'ol face and tells her he isn't going anywhere, she knows it's the truth.
(I'd prefer to have all the love interests back. I'd prefer to have everyone back and new characters and a unicorn pegasus and five more games and a castle.)
The reason I don't put Jack on the list is that she doesn't have a strong reason to be on the ship if she isn't a LI, and her plot was wrapped up pretty neatly. Her purpose was to reaffirm for Shep that Cerberus is really, really messed up, in case he got distracted from that. By the end of ME2 Shep has made his choice about Cerberus, so Jack doesn't have a narrative function in the next game.
(Addendum: popularity contests suck for me too... I'd sell all my squaddies but Garrus for another game with Mordin, and do so happily. But I consider Mordin one of the people least likely to return as a playable character.)
