Which means what? She doesn't have to go back to lead her people as an Admiral. She could get promoted though. It could be any number of reasons. The point is, Bioware left themselves a lot of options in that area.

Okay, now that I have to just flat-out disagree with. Tali has never -- NEVER -- exhibited any 'aristocratic' tendencies. She's never shown an interest in political power, never shown any incliniation whatsoever to be a social climber. She's far more at home in the trenches, working on engines, painting enemies in a nice shade of "blowed-de-f*ck-up" and generally trying to find a way to help her people where and when she can.
Now, yes, supposedly she could go back to the fleet... but to what purpose? No, seriously, what good could she do there? They have several full admirals and experienced star captains to lead them and make the huge decisions, why do they need an engine-room technician? Tali is FAR more suited as a 'go out and do things' gal -- even prior to recruiting her, she's actively out in the field rather than back on the Flotilla.
Bottom line, she's far more useful with Shepard than she would be on the Flotilla. And with the Reaper threat looming, take a wild guess as to where she WANTS to be.
