Which means what? She doesn't have to go back to lead her people as an Admiral. She could get promoted though. It could be any number of reasons. The point is, Bioware left themselves a lot of options in that area.

I agree with this. Bioware gave themselves an out with every character for a reason. Now that we know Garrus can return, others might as well. That doesn't mean all of them will. Which characters return is probably going to be influenced by a combination of factors: popularity being one, but storytelling will also play a large role. Tali becoming a Quarian leader would be a growth of that character (the emphasis on her being a poor one only makes her eventual leadership more likely, in my mind).
We could be looking at a large potential cast of squadmates for the next game, but we shouldn't jump to conclusions. Some of them might only be available part of the game. As an example, Liara might act as the Shadowbroker for the first act, but join the Normandy in the second (for any number of plot related reasons). Tali might be on the Normandy for part of the game, but then leave the Normandy to become a leader when/if Shep becomes embroiled with the Quarian/Geth conflict. We just don't know. I think Tali's popularity points to her being a squadmate, but we honestly just don't know yet. (fingers crossed).
