Actually, the VS was excluded to guarantee that (s)he'd be present in ME3, so we can assume that the VS will be quite integral to the plot. Also, there were still several hints against cheating, such as the picture on Shep's desk, the apologetic email, and warnings from the devs themselves.Lizardviking wrote...

Which means what? She doesn't have to go back to lead her people as an Admiral. She could get promoted though. It could be any number of reasons. The point is, Bioware left themselves a lot of options in that area.

Listen to this man. I am completely confident that Garrus, Liara, and Ashley or Kaidan will only appear for one mission at the start, at which point they will clearly, clearly be replaced by everyone's favorite character: Jacob.

This. Ashley and Kaidan were okay, and Kaidan was one of my favorites in the original.
But all of the Mass Effect characters rank lower for me than than the Mass Effect 2 ones (Yes, even Wrex)

I think it's possible that they were actually not sure how many squadmates were coming back - they were sort of doing a test... see how many squadmates die on average, see how often squadmates get romanced. It's possible the less popular romance characters will just get cameo'd, so you can romance them but theywon't be on your... hurk.... blarg... kkkukkkkukkk
