Can you build mods for DA2????pc?? Does it come with a builder? Whats the deal I can not find details.

As far as I know it doesn't come with a mod builder.
You can mod portions of the game, however.
I recommend starting at dragonagenexus.com.
Just search through the files for something that interests you and try it out.
