There are two ways as far as I know.
The first is in the toolset and you are able to change sequences of animations. It is called "Animation blend tree editor" there you are able to combine the existing animations in new ways.
The second way is to create completely new animations in a 3D program like 3D Studio Max or maybe GMax, but that approach is quite complicated and requires extended knowledge.
The animations can be exported to be used inside the game.
Unfortunately my knowledge of both aspects is nearly non-existent but for the Blend Editor there is information in the wiki and for the other approach have a look inside the cutscene subforum maybe you find some better infos there.
