Joker... he was there through everything. I think he would be the most qualified as a narrator cause he was there for everything.

I'd say it should depend on who you side with in the end. If you side with the Alliance, Anderson should narrate it. If you side with Cerberus, it should be The Illusive Man. If you side with none of them, Shepard should do it.

The Turian Councilor.
He can start out with "We were wrong..." and go from there.

Ah yes, "epilogues." The mini-chapter in stories that are allegedly waiting at the ending. We have dismissed that claim.

I've actually always pictured the last scene having Joker arrive at Shepard's grave (during a dark/rainy night) in his wheelchair with Dr. Chakwas assisting him. After he sees Shepard's grave, he struggles to stand up while Chakwas tells him to take it easy. He then brushes her aside, finally stands up and limps over to Shepard's grave while in great pain. He stares at the grave in great grief, remembering all the adventures they had been through, and at the same time, you see he's proud of his Commander, who was also a great friend. Finally, he stands up straight like a soldier would, and salutes the grave.

Edit: I just realized this post has nothing to do with what the OP was asking.

Actually, hearing Councilor ****** say "We were wrong..." would be quite possibly three of the most beautiful words ever spoken in any Bioware game, right after "Go for the eyes Boo, go for the eyes RAAAAAASK!" and "Meatbag."

Hackett, Anderson or TIM, depending on who you ally or what Paragon/Renegade scores you have by the end of ME2. Default if not imported.

Valern: "We were wrong...."
Shepard: "Shut up, you don't get to talk anymore! Anderson, hit it".
Anderson: "The *cough* ****** *cough* council was wrong...."

Harbinger? (The story is over...this hurts you.)
Anyways, I'd actually like to hear Shepard narrate the epilogue. It is his/her story after all.
And if not Shepard (maybe Shep makes the ultimate sacrifice), then I like the Joker idea, since that way there'd at least be a little humor to go along with all the SERIOUS BUSINESS.

Anderson - He spoke the first words of the trilogy and might as well speak the last.
