I didn't read it as him liking Varric more or anything of the sort. Varric had also been a major part of his life. He kept the Coterie off Anders' back, after all. They seem to play cards quite a bit. The pillow thing definitely came across as a man preparing for death. My first play through I thought Anders was going to do something more overtly suicidal, and this moment's what pushed me towards that. Parceling out your personal affects is part of that process for many people, and they don't always choose who they love the most or such. They choose who they think will appreciate each item more.
Plus, at this point Anders has been living with Hawke (if romanced) for three years. I imagine he's shared quite a bit with Hawke, it just happens off-screen.

Anders thinks he's going to die. After the whole Chantry thing, he confesses that, even with all they shared, he didn't think Hawke would have spared him. He was simply giving a memento to a dear friend. To Hawke he gave everything else, and that's what matter no?
