The idea of a the Circle itself, an area where mages are free to learn and study magic with protection from the Templars, is not a bad idea. However, the Chantry and society at large have turned the Circle into a prison and the Templars into judges and juries over mages. The current model of the Circle doesn't work because for many people, people in power, a mage's existence is a crime that needs to be punished. Once this is addressed, gains can be made.
