I downloaded Witch Hunt through the game marketplace,
and It does show up in the "Downloaded content" in the main menu,
But I redeem, when I press Y to redeem it, it says that I need to login to servers.
So I get back to the main menu, press Y, and there a "Contacting Dragon Age
servers" and then there a window that says "In order to login to Dragon age servers,
you must Press Y in the main menu"-that what I just did!!!
And it goes to another window "Cheaking DLC".
I just cant login to get to play my DLC.
Just can't login to servers.

Sounds a bit odd as dlcs can be played offline. I play almost exclusively offline; I download, disconnect from XBox Live and then play. That is not to say what happened doesn't happen, I've read cases where for some reasons dlcs can't be accessed for some reason.
Process of elimination:
(1) When you try to 'redeem' just what do you mean? Are you using a code of some sort? If you bought Witch Hunt on Marketplace what are you redeeming? This leaves me confused as to the nature of your problem.
(2) What happens after the game checks for dlc? I believe it is standard procedure and not related to the 360's online functions. When I boot up I'm informed that saves are checked and then dlcs are looked for on the HD, and the main screen clears so you can start the game.
