1 second cooldowns with increased costs

I'm working on going through and editing the activated spells and abilities to have 1 second cooldowns (or cooldowns for whatever the duration of the effect is, if it has one), with increased mana costs to balance that out.  I've only done spells so far, and I still need to test it out a lot more to see how balanced it feels, but would anyone else like a copy of the file to try it out/make suggestions? 


I think the idea works well enough in principle, with the waves of enemies (finding myself generally out of mana by the last wave if I'm not careful, and I need to switch my mages' tactics so they don't use all theirs up), but I also don't like using potions in a fight, and I only play on hard.  Also need to see how it changes more boss fights; seems to make the standard ones faster/more active, but I'm unsure at present whether they're really easier or not.  On average, I went with 50-100% cost increases, up to 300% on revive.
